Yet another scammer who thinks I'll believe his story that he has millions of dollars which he is willing to give to a random person, anywhere in the world.  Of course he hasn't (got millions of dollars) and he isn't (going to give it to you, or me, or anyone).

This scammer is after your money, which he will take from you to pay his "fees".
