This scammer isn't "Pleased to inform you...." - he or she is hoping to find a victim. A victim that they can take money from by charging them fees for their non-existent lottery win. They have produced a very amateur looking, free webpage at in the hope of convincing you to fall for the scam. Delete the email and don't reply. There was no lottery and you haven't won anyhing.
